There are a lot of changes for PC in patch 2.3.1, including some fixes to fast casting. It is now able to "properly targets allies and corpses" when the Inferno and Arctic Blast spells are summoned.
The previous quick cast had a series of problems, such as stuck casting after you opened the Horadric Cube, stopped moving after activating an aura, or didn't move to Buy Diablo 2 Resurrected Runes the mouse position after casting, but in patch 2.3.1 these were all fixed solve.
